The second claim to fame for creating this meal is said to have originated in San Felipe, Mexico—a mere 3 hour drive from Ensenada. This surfing town has been, and will always be known for their famous fish taco which is where Ralph Rubio, the creator of Rubio’s Fresh Mexican Grill, came to discover the popularity of the fast, casual “New Mex,” as he calls it.
